Your role at Orbit.The Head of Procurement will develop, lead and manage all procurement activities across Orbit's Customer and Communities operations and actively develop the procurement competence of the directorate. Your remit will manage more than £100m spend annually across works, services and outsourced categories. You will progressively build the supply chain element of the directorates' target operating model through the procurement pipeline and tender process and ensure that procurement activity is undertaken in-line with the latest Public Contract Regulations and requirements of the incoming regulatory rules.

  • Engage with senior stakeholders to ensure a full understanding of the business, its objectives, and target operating model, and translate this into the optimum supply chain solution for each service line, implemented through the tender pipeline.
  • Lead the directorates' procurement team to deliver an effective procurement service with well trained and professional people, robust operational processes and systems to deliver the procurement strategy and category plans.
  • Contribute to the development and implementation of a Contract Management Framework, with supporting toolkits, dashboards, processes, and training, to drive performance and value out of its supply chain relationships.
  • Work with the Head of Commercial Delivery to ensure each tender is deliverable and can be operationalised successfully to allow the intent of a contract to be realised.
  • Ensure the Group Standing Orders, policies and procedures are implemented and complied with across C&C.
  • Develop and manage the procurement risk register and produce a consolidated monthly commercial MI report for the C&C Leadership Team.
  • Develop an assurance routine to ensure the quality of procurement activity delegated to other teams outside of C&C Procurement backed by the right coaching and support.
  • Monitor supply chain performance and spend to identify opportunities to eliminate unnecessary spend and drive commercial leverage across our supply chain relationships.
  • Produce regular reports on performance and provide comprehensive information and in-depth analysis when requested including spend analysis, savings secured and potentials savings - for forecasts and future budgets and delivery plans.

What will help you make a difference.

  • Degree level education or an appropriate professional qualification, such as CIPS or equivalent.
  • Extensive knowledge of English contract law, procurement legislation, regulations, standards, procedures and techniques relevant to a Registered Provider, specifically compliance with the latest Public Contract Regulations.
  • Experience of leading procurement operations in a large, complex organisation ideally with a blend of private and public sector experience
  • Robust business and commercial awareness including the ability to develop teams and manage a programme of work
  • Experience that ideally includes working within a Procurement Consulting Environment across multiple sector clients delivering results based outcomes.
  • Experience of delivering transformational change within either the Public or Private Sector Environment
  • Experience of delivering significant value within complex organisations
  • Excellent Stakeholder management skills coupled with a diverse knowledge across multiple spend categories.
  • Experience of negotiating, mobilising, and managing large complex supply chain contracts.
